There is no specific framework law dealing with the coastal zone.

There are several laws applying to the coastal zones:

- Law No. 7491 (August 1991), Law No. 7693 (20.04.1993), Law on Environmental Protection (1993)
- Ministerial Act No. 321 on a coastal protection belt along the Albanian coast (1992)
- Other by-laws and draft laws are being prepared (UNEP-MAP -PAP/RAC: 'An Outline of the Coastal Area Management Programme of Albania' (Tirana, Albania, 1994)

Public Institutions

The Committee for Environmental Protection and Preservation (CEPP) is a national institution designated by the Albanian Government in 1991.
Other ministries involved are:

National level

- The Ministry of Agriculture and Food and its Directorates for Forestry and Fisheries.
- The Ministry of Public Works, Land-use Planning and Tourism (which is responsible for the decision making in the field of solid waste and sanitation and the administration and implementation of water strategies).

Regional and local level

- the Government established Regional Environmental Agencies (REAs) in each of the 12 prefectures in Albania. These structures are developed by the CEPP.

- Law n 02-02 of 5 February 2002 relating to the coastal protection and valorisation

Sustainable development strategy has been adapted and, for this purpose, the National Environmental Action Plan (NEAP) has been elaborated. There are several laws applying to the coastal zones:

- Law n83-03 of February 5, 1983 relating to the environmental protection
Regulations:
- N 85-01 of 13 August 1985 fixing on a purely transitory basis, and referring to the occupation of land aiming to its preservation and protection.
- N 96-13 of 15 June 1996 modifying and complementing the Law n 83-17 of July 16, 1983 including the water code
Decrees:
- Decree n 65-148 of 29 Mai 1965 including the prohibition of certain modes of land use
- Decree n 66-192 of 21 June 1966 regulating coastal underwater fishing

- there is a law relevant to planning and urbanisation of the coastal zone;

- the national master plan within the legal statute corresponding to the secondary legislation.

Decrees dated 24/ 06/ 1966, 15/ 02/ 1992, 21/ 09/ 1970, 25/ 09/ 1995, 23/ 08/ 1995,12/ 03/ 1996, 19/ 04/ 1996, 22/ 12/ 1994.

A 24/06/1966 Law, treats in particular planning and urbanisation of the coastal zones. There is the Directorate General of the Town Planning (which belongs to the Public Ministry of Labour) in charge of regulating urbanisation-related issues in the entire Lebanese territory.

There is no framework legal code dealing specifically with the coastal zone, but within the framework of the law on the environment, there is a specific chapter on the coastal protection (this law was approved two months ago).
